Thoughts on the River King, Tahm Kench

TahmKench I absolutely love the catfish king of the rift. I've been playing him a lot top lane, and while he does have some checks to his abilities when facing particular top laners (Vlad and Olaf come to mind), his kit particularly feels unfair for everyone else. Don't get me wrong, I love to devour, spitup, and devour again. Get some attack speed and you can play with your food like a toddler trying split peas for the first time. I've seen/heard a lot of suggestions for fixing Tahm, to make him more balanced, and while I'm not the greatest authority on gameplay mechanics, I think the best way to change Tahm to make him more fair would be to change his devour's cool down and have it dependent on how long the enemy champ is in his stomach.

Currently Tahm's devour cooldown is spread at (14 / 13 / 12 / 11 / 10). My suggestion would be to have his cooldown at (28 / 26 / 24 / 22 / 20) if he spits up a champion at less than 51% of it's total duration. This will allow him to interact with allies and clear minions with minions, but make it so that Tahm can pop in a CD of DMX's "X Gon' Give It To Ya" and make a meal of all your carries at the speed of an unladen swallow. Again, I'm new to game balance, but wanted to share these thoughts. Let me know what you think, and if the idea needs tweaking or is just plumb crazy. Thanks!
