Lissandra Passive (REWORK)

After hearing about how Lissandra's passive and her mana regen dont add up. I have a idea for a new passive for her.

Passive: Iceborn :Whenever Lissandra uses her abilties on an enemy***** , she gains a stack of Ice born (Max 12 stacks.) Apon taking damage from an enemy champion,she consumes these stacks for an absorption shield amount of 15+level x stacks+(AP/4) PER STACK for a maximum of 192/204/216/228/240/252/264/276/288/300/312/324/336/348/360/372/384 +4AP for 2 seconds. After triggering Iceborn, she cannot gain any stacks of Ice born for 3 seconds. Taking damage from enemy champion refresh this cooldown****

Concept: Lore wise, Lissandra is blind, so I thought it would be cool if she used ice similar to echolocation. Also, she is extremely close range, so this can help out her squishiness. It also fits thematically, an added plus. The shield is similar to Yasuo, where once the damage is dealt, it eats through the sheild and what is remaining stays as a shield. This can be activated at 1-12 stacks. ****

Gameplay: I feel this fits as a good passive because she's really close range. This helps her to get in the fray without being insta-killed. Also, her passive doesn't really fit thematically and isn't very unique. If her mana regen was boosted a tad bit and her atrocious mana costs on her Q settled, this would fit her kit perfectly. Gameplay wise, on average, you would be able to usually get 10 stacks in a teamfight if you initiate, so dont let the big numbers get you. Its highly unlikely you would be able to get to 12 stacks in such a short time. The passive cooldown of 3 seconds prevents her from just gaining a shield whenever she feels like it. This converts the stacks into her sheild. (15+level x stacks+ap/5) so the shield would be worthwhile the more you stack it up and rewards you for not taking damaging and kiting. This provides her opponets windows of opportunity to attack her and make sure she can't get up to 12 stacks.

Chanellog: 1/9/2015: Lowered stats and made it more worthwhile to activate Iceborn while at small stacks. Also changed for clarity and taking comments into mind, made more counterplay by adding a cool down that refreshes.

As written, stacks do nothing: you gain 65 + 30/level worth of shielding from 1 stack or from 10 stacks.

Also, 30+ level is insane. If that's character level it adds up to a shield for 605 hit points. If it's stacks, it can add up to 330 at level 1+, which is also ridiculous for the early game.

It's an interesting concept though, definitely. I'm a bit concerned the high base value and ease of application will make her too tanky in lane though: a 65 hp shield every 5 seconds starting at level 1 is pretty damn overpowering.

How about when she hits a champion with an ability she gains a stack of iceborn. At the 5th stack regens 10/15/20% mana, this effect having a 2/1.5/1min cooldown

So this passive is gonna be useless for most of the early game then late game it may be good if you throw yourself into the enemy team and land a 5 person snare and ult. That's a really high requirement for this and kinda unrealistic. Man imagine when you finally get this up then you get poked by something small. Goodbye shield. Either buff this idea or just keep her current one.
