So why are we just not balancing the game anymore?

Why is garen building two tank items and being a hyper tank assassin that can't die while diving 5 champions and three towers? Why are assassins still the class with the msot damage cc and mobility. Why are tanks now assassins? Why are you guys employing and paying a balance team? Have you guys tried actually balancing the game?
