What's going on with Garen?

I've noticed a terrifying increase in spin damage to the point where I can't reliably defend against him when he does a q-e-r combo on me with almost anybody. His spin crits, fine, but it's basically 100% crit chance. His spin does more than his AA, not fine at all AOE shouldn't do more damage than your regular attacks especially if it's a free ability. His ultimate has always been brought into question but with the new patch I never really saw him used until tonight. Villain status gives you HP damage as a passive? Why did it need a passive? Does he not already do enough damage? I've played Garen alot before he got reworked (not so much after) and he was a good champ to have if you wanted an easy win against a less maneuverable foe. but it seems he needs another rework as all they did was make him even better... Which is not why we rework riot.

Some ideas. Take away the ult passive and crit chance to judgement. OR Take away the silence and speed boost to decisive strike. OR Give him mana / health costs to his abilities. It won't break Garen but it'll at least halt his train a bit. I can "handle" garen's with most of my top lane picks (usually shyvana). But as soon as we hit lvl 6 I am basically helpless. His passive gives him outstanding sustainability along with his lack of casting cost. He has a gap closer, damage reduction, melee finisher and every move has no cast time. I like picking up Garen when i've lost a few games, buy a cleaver and then 5 tank items and just wreck house.. But I shouldn't be able to.. I'd like to "git gud" an just counter garen with proper play but the problem is: I need farm, and he can tower dive. It doesn't take long for a spin to win combo meal kills someone and the W bonus reduction gives him plenty of time to mince me under tower. I was Illaoi a few games ago, Steraks, cleaver, full armor tank. he had a cleaver and 2 MR items. He flash q'd me, into an e, into an R. I had time to get 1 ability off by the time the silence wore off and before the ult hit me. It isn't fun to play against a champion who doesn't have amazing strategies or cool maneuvers and still steamrolls you and your team.
