@Rioter How come spectral wraith doesn't stack?

How come spectral wraith doesn't stack like madreds does? It requires the same number of camp kills to get spectral wraith as to activate flare so why not let it stack? As the item is now you pay 2000 gold and get 50 ap and only after farming do you get the items full potential. What that does is it forces junglers to decide between farming after they get wraith in order to maximize the items effectiveness, or ganking. Now while that might seem like good gameplay (Like with feral flare you know there is a considerable power spike once flare is completed, so you really have to either disrupt that farming or make the most of the time you have free reign of the map)in reality, because there isn't a hugely noticeable power spike between getting the item and completing it, (30 ap not really that much in the grand scheme of things)if you do farm it just feels like you're trying to make a lackluster item worthwhile rather than really building to a power spike and if you don't farm you're left with an item that feels underwhelming.

If the item began stacking at machete, then a hard farming jungler should have about 15 stacks when they get spectral wraith and ganking junglers would have about half that. Because of that it isn't like you spend 2000 gold and get an 80 ap item right off the bat, but it would probably be a more reasonable 2000g for 60 ap that has a similar power level to the lizard elder upon completion.

Tl;DR

Spectral wraith as is forces either farming post purchase to make the item good, or continuing ganking while feeling as if you've wasted money. Additionally there isn't a measurable strategic tradeoff to either of the options so there isn't even interesting gameplay that comes with being forced to farm to reach max potential. By letting the item stack early you actually get more differentiation in rewards between early farming and ganking when going for the spectral wraith.

Sorry for the long winded question/argument for change/ thoughts on itemization but if any rioter could share their insight on this specific item that would be wonderful.

The item is already very gold efficient with the stacks.

If they did that they'll have to reduce the base stats making ap junglers less good early, wich is bad when they already have bad early game.
