Right now I'm at Gold 3 but according to http://na.op.gg/summoner/userName=donner my MMR is 1,754 and "I will rise 2 divisions" I win against Diamond 4s and Plat 1s as a Gold 3... Yet I have to skip any divisions or get 30+ lp, I got a 6 win streak against high platinums...
Says "Your MMR is quite a bit higher than average."
Not "I will rise 2 divisions"
Mine has said "you will rise 2 divisions pretty much all season but I havent gotten a single skip
Edit: Nevermind. You just only queue with platinum players. Congrats on being boosted
doesn't matter if you win 6 in a row, if the game determines you dont belong there then you will skip, i know last season i skipped from Silver 5 to Silver 3 and i just started ranked. unless you're getting 28-30 LP you wont skip most likely
