Why Are Low Elo Bot Lanes "Trapped" Bot Until Both Towers Are Gone?

I'm a low elo sup/adc main whos be playing a lot of fill so JG lately. I didn't notice this issue as badly while BEING the bot lane but since I'm not the bot lane anymore I notice this issue A LOT.

Team A gets Team Bs bot tower -> Team B stays bot to try to get Team As tower -> Team A stays bot to defend said tower 10-15 mins go by Team A & B bot lane and still just hashing it out in bot lane over that tower until one team tosses more teammates at it to "free" up their bot lane.

Like at what point do you just forget about that tower group and push another lane or is blindly defending/trying to take the tower more worth?

Had a game the other day the other bot lane was TRASHING my bot lane but my bot lane somehow got the other teams tower. 25 mins into the game Mine and their bot lane where STILL bot trying to take down and defend that bot lane tower while my top mid and myself were bashing on the Top & Mid inhib towers.

I've now noticed I do this as support and adc too rather than going to see what other objectives I can take I just prio keeping my tower alive.
