An idea to intelligently nerf LeBlanc

I've been thinking of this for a while now, so I'm sharing my idea, maybe something, somewhere, will stick :)
Keep in mind that I'm not a LeBlanc player, my thoughts come from playing against her.
The thing i find most frustrating when playing against leblanc is the very fast combo she has, where she dashes in, throws her skills and then disappears to safety, everything in a fraction of a second. I may have skillshots or CCs to counter her, but at the time when they should hit her, she's long gone (along with half of my hp). What's the counterplay here?
So, my suggestion to make LeBlanc less oppressive and more manageable in lane, is putting a delay between the first and the second activation of her W. This means that when she dashes in to deal her damage, she remains exposed for a short (but not too short) amount of time.
Ahri comes to my mind, she also has a small cooldown between the casts of her ulti. And that's an ultimate, LeBlanc's is a basic skill
