Make Sated a tiny bit more Interesting
I think it's weird that once Devourer is Sated jungle diminishes in interest and necessity.
I think After Sating Once, if you die, you should lose 3 stacks and have to Sate the Devourer again. It's pretty easy to do that (one dragon, or a crab + camp, or kills/assists and camp, or 3 camps) but it adds at least a little bit more interesting behavior and also there is a slight punishment for dying. I don't think you have to keep on losing stacks if you keep dying. I think that it should stay at 27 stacks until you Sate again.
I don't think it needs to go overboard, although I thought that initially. I think it's fairly balanced, except that Sating is permanent. By making it permanent it kind of makes the whole jungle irrelevant feeling. Like it doesn't really exist.
