Change Runes in Champ Select [Like Masteries]

Why can't we Edit Runes like we can edit masteries in Champ Select?

I know they charge for Rune Pages, is that the only reason? It can't be a huge source of revenue. Doesn't cost much.

How about if you have already maxed your Rune Page count, let us edit rune pages in Champ Select?
