Could we change the Surrender Rules PLz????

Could Riot make it a rule to change Surrender at 20 Minutes to Surrender only Available when enemy team has 20 or more kills??? Because i keep loosing games because one guy feeds, he wants to surrender because he now useless, but everyone else is doing fine and they all decide to surrender anyways because the enemy has 5-8 more kills than us... ITS F****** RIDICULOUS!!! Surrender should only be available when its actually CLEAR that you cant win... not because 1 person feeds and everyone gives up.

On another note. If a person is gonna be negative about winning the game, he should not play.

Lol seriously? If your team wants to surrender but the only thing stopping them is being down 20 kills, do you know what will happen? They will feed the 20 kills to make it so, guaranteeing you can't win anyway. 20 minutes and a supermajority vote is plenty fine.
