Cant change my discussion board type

Press Create a discussion

Over the title area, there's a small box, click on it. If it doesnt appear, click the directional keys UP or DOWN and it should fix the problem.

And if it still doesnt change, well i dont know.

If you hit "Create a Discussion" while inside a specific board, it will set it to that board. If you want the dropdown menu, go the the boards front page before you click it (or you can go to the board you want first). It's pretty dumb, but that's how it is.
