I main support and obviously in solo que I don't always get to support so usually when I don't I play top/jg and try to pick a good peel champ, obviously the king of peel atm is 
because well, cc god and that devour.. but he's banned often. So, what's your favorite peel champs for top/jg?
My favorites right now are: 
Though I don't particularly like playing maokai/naut top or jungle.
is a really good Peel champion for Top and Jungle since her W is just "You cannot pounce here" and her E is "Back off!" and then her R is "GO AWAY!"
Nautilus is the peel lord. And if they have no dashes and nothing to stop slows, go Nunu bot and /laugh as they desperately try to reach people while stupidly slowed.
Thresh, Alistar, Lux, Morgana, even Amumu. Anyone with 1 or 2 abilities of hard cc.
Bard
I like ziggs and lux.
is pretty effective at keeping their back line away from yours. Top 
can also peel quite well
gnar, malphite, shen and zac are pretty bad at peeling. nautilus and maokai are decent and kennen is okay.
if you want to peel, you not only need a single cc spell, you also either need follow-up cc or the damage to actually threaten diving champs from going in.
a few really good peeling champions are garen, pantheon and darius as all of them have one strong CC that can prevent damage and all of them have extremely high threat and damage so if the diving champion tries to get past them/stay near them, it gets really messy for them. against assassins, pantheon is probably the best.
is pretty nice. Knock-up, slow and AoE knockback. Is also strong early to get a fed ADC to peel for. Not a bad deal, don't know why I never see him.
My favorite peel champion is probably Volibear 
, although his Q is pretty much the only peeling spell he has, he's one of the best bodyguard champions, good with keeping people off your adc, and with a decent amount of damage.

I've found that Syndra is great at peeling. Syndra, with max CDR, has a very low cooldown long-range AoE stun, a low cooldown slow on her W, and--with Rylai's--a 2 second cooldown slow on her Q, making her amazing at peeling. If you have time to place multiple spheres (maximum is 4, if I recall correctly), your stun has not only insane reach, but also insane scope. I know that Syndra is primarily a mid-laner, but I have heard that she can go top as well. I personally have only played her mid, though.
You listed Maokai and Shen, and, in my opinion, those are the two best top lane peelers at the moment aside from maybe Tahm, who, as you mentioned, is banned often.
Janna
Godly peel, dull top but a solid playmaker in jungle.
Win-rate god.
1v1 powerhouse + pillar is simply amazing for zone control. On par w/ Azir or Anivia.
Strong right now, good cc.
Janna, Janna, Janna.
Oh, and Janna.
Braum, trundle, volibear, and attack speed crit skarner is hit or miss but can work.
Of these voli is the easiest but Braum is not far behind with a bit better peel. Then again voli is more consistent. Is up to you man :D.
