so this annie had 30% cdr yet she can use R two time within like 40 sec? what is that cd? the base cd is 120/100/80 and she can use it for 45 sec. with 30%cdr on a lvl 3 R its a 11 sec cd on her R as soon as tibbers is dead. thats honestly not balanced riot come on give her some longer cd on it

The only way they could do that is by lowering the effectiveness of CDR. Which will impact every champ and unbalance the game extremely. Her base CD on ult is already pretty long. If you are having trouble beating her then maybe try go for tibbers after she drops him?
The cd starts counting down after Tibbers is summoned not when Tibbers dies. With enough cd you can summon Tibbers and after the initial 45 seconds are up be able to summon him again.
If you're looking for pointers on how to best Annie, harass her in lane when she uses her abilities to farm and doesn't have her passive up, take defensive summoners and items. She's very short ranged and lacks mobility work that to your advantage and try to coordinate with your jungler (if possible).
