Why is there no system that compensates a team for a player afk or dcing

It just feels odd that if someone tilts and goes afk or someone dc's due to potato WiFi theres no compensation. Dota 2 has a very well made system that if someone dc's the game doesn't count if its a norm and the team mates can dc if they want. The team also gets a gold overtime increase to compensate for the missing person. League, go f yourself. Game goes except you in a perpetual game of 4v5. That makes 0 sense, why should an entire team get punished because one guy wants to go afk? Is there a reason behind riot just not giving 2 shits about this or is there some actual reason?

the system of the game not counting if someone goes afk can be abused so easily if its certain your going to lose, the team will selects its worst player blame them for the loss, and tell them to afk or they'll get reported. this could be further abused in high elo with premades
