Anivia's Q should be activatable anytime, including while you are CC'd.
Currently, you can never activate it because another champion breathing on you causes you to lose control of the projectile. That means in a 1v1 clash, Anivia will always lose to the opponent's CC.
You should be able to activate the Q anytime, regardless, and the traveling speed could use a buff as well.

learn to play around your opponent's abilities. They're doing it to you.
Honestly, Anivia is such a strong, always safe pick that I really don't think she needs any kind of buffs or OoL improvements anywhere in her kit.
