Champion level suggestions(riot please consider)

I love the idea of champion levels but found it lacking so I came up with these ideas to help add to it.

1. When you hit level 4 you unlock a icon of that champion for example when you hit level 4 with aatrox you get a icon like this or level 4 with twitch you get this
2. When you hit level 5 with any champion you can get a amount of RP or IP up to riot if they add it. But for example if you get blitzcrank to level 5 you can have 150 RP or 800-1000 IP.
