Why cant you spectate non-ranked games?

This is a huge flaw riot i would very much like to be able to watch my friends play but they are not level 30 yet please fix. Thank you

I think you might be mistaken? My friend spectates my normal games all the time. You right click their name in your friends list and hit spectate.

Really whenever i do that it never works unless its ranked :(
