I'll be honest, I'm not very good with her. Nor am I a pro at the game...

But

She literally only has 2 skills when her support isn't around.
Her ult doesn't do damage.
She has no AS steroid.
Her mobility is only as strong as the number of targets around (Yasuo).
She's outclassed by most other ADC's in terms of damage.
She has basically no CC other than a slow that also takes away a big portion of your possible damage in the next 9 seconds...
and her ult isn't even controlled by her.

I personally think she's balanced and she'll end up just being an average ADC.

P.S... Ezreal seems to be a pretty hard counter to her (We'll see as time goes on)

Feel free to downvote, but she's not going to be a freelo train like everyone keeps saying.

Her W has an active portion to it. That is 3 kills. Ashe only has 2 active skills if we use your method of counting.

Abilities dont need to do damage to be strong. That is irrelevant.

Neither does Ashe, or MF, or Caitlyn, or Vayne. AS Steroid isnt everything.

She can use her Q to proc her passive. Which gives her dash a MAXIMUM cooldown of 8 seconds (no cdr). That makes her dash as good as Lucians E, not counting using it to kite.

ADCs without CC: Corki, Ezreal, Graves, Lucian, and Sivir. Again, CC doesnt mean a hell of a lot, that is what the support is for.

I feel like you have no comprehension of what makes an ADC strong.

most adc get their damage from autoattack spam anyway
most of which only ever se maybe 2 skills
most adcs also dont get AS steroids, tristana and who else gets it? not a very large pool
lucian has like 1 skill that does damage and tristana has no abilities that scale, but their damage is totally fine
most adcs dont have reliable cc anyway, that's someone else's job

Shes fine in lane, problems starts when laning is over, you cant dive or catch up on her, and she kills divers with ease (E)... In lower elos shes absurd to play with.. Very unhealthy champion
