Why is there still not an option to not play with pre-mades

I have literally hated playing with pre-mades since day one, especially as a pure solo player. They dictate the game and how it should be played based on how they want it to be played almost every single time and you have no say in it because it's 3 against one or worse. That doesn't even include the abuse of mass reporting and other things.

Why is it that this feature has not been implemented into the game yet, it's not like the game does not have enough players to support this.
