QSS needs to be changed.

If an item can be purchased that makes a champions skills useless, I think a fair trade off is that gold be made useless as well. This item should not build into a viable item... ...OR...the cooldown needs to be raised. QSS should not be up for every team fight. Give it a similar CD to Or BOTH.
