They are made that they can do well without each other. Have each other together just allows them have additional benefits that aren't much.

is this a dig at the "unfair" bans of the recent non-meta "supports" (singed/nunu) in which, in reality, they were hardly fulfilling the role they queued up for

Don't be obtuse. They work fine in solo roles, of course.
Wonder if Rito ever thinks about these little details that suddenly become a big issue in the future, like Tahm swallowing partners could be used to troll before.
Let's assume their overall winrate would be 50%, i expect them to be at most 52% when paired and 48% when with a different adc/support. Their respective buffs aren't much, just a little boost. It's not different from how certain matchups are better than others.
Some supports synergize better with some adc, in Xayah and Rakan the synergy is forced in a mechanical way.
