Please don't nerf Ryze

This nerf will absolutely destroy him, I realize that's he's been hit with the nerf hammer more times than I can count, but he's always managed to stay relevant if you were good enough. But 10% of his Q ratio? You have to be kidding me. But you know, I guess if it means we can have more f l a s h y l c $ o n e s h o t s from other characters and keep ryze out of the picture, then it must be totally fine [slayer-jinx-unamused]
