TF Card First Pick

How do you tell what card is going to come up first? I also know that it isn't RANDOM at all. I remember reading that there's a sequence at which it's set at. Apparently riot games won't tell us "base players" and only people in LCS. If anyone knows a rate in which what card pops up, please reply. If your good with programming and stuff, try using sandbox, I personally don't know how to. Please help...
