Can someone please explain why dodging in promos is a loss?

I honestly don't understand why getting trio jungle in champ select during my promos or someone taking cv/cleanse and continuing to intentionally feed in a game is made unavoidable in a promotional series because of a dodge counting as a loss.

So you can't artificially increase your chances of a good team. Everyone has the same chance to be paired with anyone else within Matchmaking's limits.

In case you didn't get the memo, Riot don't care if your games are ruined by trolls, intentional feeders or afks.
