Please let quicksilver remove garen's ults passive and kindred passive.

They're indicators, not debuffs. Karthus' ult is the same thing.

You could almost make the argument for Garen's passive, but not Kindred's. Kindred's mark doesn't actually do anything negative to you, so it doesn't debuff you in any way.

But they can't do it for Garen's passive anyway, because it'd be impossible to decide when it should go back on you.

Debuffs are very temporary static effects that cause you immediate disadvantage just for them being on you, but Garen's mark only hurts you when Garen is doing the thing he normally does, so avoiding it is easy. As for Kindred, her mark does nothing to you. It just marks you and if she kills you, she gets free damage. Both of these champions actually require killing you for the marks to go away/do anything, so they are not debuffs.
