Fizz buffs?

Literally why? I don't see him every game but i saw 3 fizz's this week and they've all done decently, if not carried, is he even in a bad spot?? I'm just confused why both his w+q getting buffs when fizz for all n all actually looks like he's a decent place. Or is the rule now just buff everything that isn't played every game til everyone kills people in an auto attack

fizz's W does so much less dmg now, buff is needed. Q can be dodged and the dmg is low also. You think they do decently cuz you probably play on low elo and people maybe dont know how new fizz works.
