Is it just me or ad garen is way better than full tank garen? or 2 defensive item rest ad?

I main garen and notice when you're a full tank you're just a punching bag you still do lot of damage to squishy toys but to tanks you're just a guy that's there, I usually just get hydra, maw, last whisper, swiftness boots, thornmail and last item is situational sometimes frozen mallet sometimes sunfire sometimes or sprite visage. with that build you nuke, since I don't like building crit on him I like his life steal and wave clear with hydra and his e can clear a full wave in 1 second, plus crit can be annoying when it barely ever hits I only build it as last item if I'm really fed and ahead.
