Randuin's Omen reduces the damage from critical strikes by 10%.
Udyr may have also had Ninja Tabi to reduce it by another 10%.
It's also possible a nearby ally had Bond of Stone to absorb 8% of the damage for him.
Marksmen lost some damage amplification options in the offensive tree too.

crit damage with IE is going to be 270. This is going to be reduced 10% by Randuins. = 243
Armor from Thornmail + Randuins = 160. Reduced by 40%. = 96
Even if we rounded that up to 100 . 180 + 243 / 2 > 200
This does not take into account Rune's, masteries, base stats and the like. But chances are, Udyr had a hidden reserve of extra armor some how. (or your mistaken on the amount of armor items he had. )
