Why don't people get notified upon receiving gifted skins?

Had this issue happen with three different people of them not noticing I gifted them some skins. Which would completely ruin the joy of surprising someone and my want to spend more money on not only myself but others as well. I miss the fun of sending a boring message alongside a skin that will be useless in a couple of months because Riot decides to release a better skin. Please fix this minor bug. [zombie-nunu-bummed] On the good side, they get the skin immediately but without scrolling through skins pre-game or being told then they wouldnt find out otherwise.

Edit: People do get notified but time varies. One friend took a month and the one I gifted recently got the notification two days later.
