Why doesn't Riot make the game modes permanent?

I don't understand why Riot rotates the fun game modes and why they don't allow us to play them at all sometimes.

Why doesn't Riot just keep them all active so we can play them anytime as well as have a choice of what game mode we feel like playing?

I heard people say that some people ruin URF by making it less about fun and more about winning so Riot takes it away to keep it fresh and just about fun. Some say it's so that we don't get board with the game modes. If bugs or balance is the issue, then why not just update it with new patches like normal?

In my opinion, Riot should just keep them up and leave the decision on when and how we play them up to us. I mean, DotA (1 and 2) has allowed that to happen for years and the world hasn't ended! So what's Riot's reason behind not letting us play freely?

IDK why urf mode isnt permanent. no good explanation can be out there. The queue times are like a bot game. I just dont get it myself. I dont really care for any of the other game modes tbh, but urf is just toooo fun. Especially earlier when i got a penta with veigar :)

Theres really no reason. Zero. I dont mind waiting in long Q times if I can play the game I want.

Simple reason, imagine if we had like 10 gamemodes perma.

Besides the tryhards playing ranked to rank up and people playing norms for easier S ranks for the level 7 system. You would be dividing the playerbase of all servers by those 10 gamemodes, which means that some might not be playable because of little players, queue times would be longer than a diamond player in ranked, not to mention that if there's a troll in the audience ready to dodge, that's another long ass waiting time to get in the game.

Basicaly, even if we're lots of people playing the game, depending on timezones and such, could STILL not be enough to have them all spread out enough just to never play a game again.

They would get stale and overdone after a while. Also the queue all around would slow down if there were a dozen game modes available all the time.

What I wan't to focus on more is getting some of the modes Riot has forgotten about. I miss Black Market Brawlers and Defiantly Not Dominion, Nemesis Draft, etc... I'd even be happy to see some form of Hexakill again. Really I'm just sick and tired of Ascension all the time. Overcharge is great but I'm afraid it's either going to disappear off the face of the earth or become overused in the rotation after the event is over.

If Riot wants to make this game great they should really try to enlarge the variety of maps and gamemodes available at all times. I'm fucking sick and tired of only being able to play 5v5 Summoners Rift.... Twisted Treelineis only played by autofilled bots....and ARAm is a all random which fking sucks.... So I guess something like a permanent gamemode add would definitly refresh this boringass game.
