Shes weak. (47% winrate) Would like some extra ad. I'd also rather have her be a lane bully/juggernaught like renekton,trundle and darius rather than a tank if possible

Winrate isn't a good factor for balance.

Also... no. If you want to play a bully, then play a bully. Poppy wasn't made to be a bully.

She doesn't need buffs. If you want her to have AD, just build her AD. She can function decently as a juggernaut.
