What's the state of overgrowth?

Overgrowth is ... okay. It's not garbage, and its not that good either.
Over the course of a normal game, I generally only get about 200-300 health out of it. And that's towards late game.
That being said, health is a vital stat to have, and more is always good. Overgrowth can give you that bit of health you need to survive a burst. It always has the strongest late-game payoff between the two.
Revitilize on the other-hand is strictly for surviving the laning phase. I feel like this talent is great for a poke lane matchup, but that's about it. and Once your outside of the laning phase, It's pretty meh.
Most will tell you Revitilize is much better, but the truth is that they are both good at different things. I do think Overgrowth needs a VERY small buff.
I generally take Revitilize instead. Just seems like a better option in most scenarios...
Overgrowth is a little weak atm. I only take in jungle which the choices in jungle should be revitlize or overgrowth (no pokes happens in the jungle generally to use second wind). I think second wind > revitalize atm in lane. Revitilize is very niche on champs like maokai and with champs like soraka. Overgrowth seems to be strong in late game and second wind is strong early game, but still decent mid-late. I personally think that this rune feels like a strong in lower elo and weaker in high elo due to game time differences (games end quicker in higher elo compared to lower ones).
