Champion Trouble (Annie)

I'm having difficulty controlling Tibbers as
Sometimes, Tibbers will stand idly by in the middle of a battle.
It also happens when I try to push forward. Would anyone be kind enough to tell me; how to get it to stop?

I'd really appreciate it!
