The tech is in the game since qiyana was released. Fizz passive is hot garbage. Fizz is a fish. Give Fizz camouflage and/or a movement buff in river and in the new ocean rift puddles. Rebalance his kit around being a semi-stealth roaming assassin.

this would be a full blown rework, not a simple rebalance.
