Lag Where Everyone Else Is Moving And You Can't Do Anything

OK so I've been having these weird lag spikes where suddenly I cant move or take any actions but the game is still connected because everyone else doesn't lag and my character is still able to function. Anyone know what this is called or even better how to fix it?
