Is this balanced?
Camillie being able to do true damage like every 3 seconds with 40% cdr?

At max cdr it's 5 seconds because you have to wait 1.5 seconds for the second Q to do true damage, and Vayne, Irelia, Twitch, Master Yi, and Gangplank if you keep destroying barrels in between auto attacks all do true damage at the same or faster rates and Vayne/Irelia/Master Yi do it better
