I would like to know. As ADC it is her JOB to farm and carry game. Do I have right to report her for not farming ? In my eyes, 100 farm in 35 minutes is equal to trolling.

no you are wrong. and by that logic, any support who does not have

and has more than 0 CS should be reported for stealing farm from the carries. I would say that unless you are going Nasus (and with the playstyle intended on stacking Nasus' Q), you can report for low CS counts. But if you are that Nasus, then I would say it is ok because that is your 1 job then. To get stacks. And if you cant do that, then you are actually worthless in the game.
