As the title says...
I see a few people build tank on 
... With the only damage item being 
- he still does a lot of damage.
However, when 
goes tank and his only damage item is 
; he gets nerfed a few patches later.
Both builds are incredibly toxic, so if Fizz is unable to build tank, then Yi shouldn't be able to build tank either - it is only fair.

And what is that Reason?
Those builds work because it allows them to shift to a new play style. Fizz specifically becomes a Diver. Yi with his High AS and Zero CC, would probably be more like a Juggernaut.
As such, you really need to compare them to other fighter types. Are the Tank builds of Fizz and Yi crowding out other choices? And what are those builds win rates?
DeathBurst1 votesThose builds remove intended weaknesses of the champs, and combined with the rest of their kit make them oppressive and frustrating to play against. Not necessarily OP, but much un-fun.
Yes Tank Fizz plays like a Diver, but what real Diver has such a free targeted mobility and slipperiness? Yes Tank Yi plays like a Jugg, but how are you supposed to kite him (the intended weakness of Juggs) with his slow immunity and insane move speed, especially if as a "Tank" he buys Deadman? Not counting Alpha Strike...
Tank Fizz or Yi should not be allowed to exist. And fortunately, they are not. They are regularly nerfed every time they show up, and this is not going to change any time soon. The bigger issue is that Riot should try and find a way to prevent them from showing up in the first place.
Chønklord1 votesYi doesn't have burst damage or a reliable escape spell. Other than his Q and R active (which only immunes him to slows), he has to stick to a target to do any damage and refresh his abilities.

this is the most evil tank fizz build, you will have decent damage and high resists/hp, 40% CDR
AND never run out of mana

Cloud2731 votesI can tolerate tank Yi more than tank Fizz. At least yi doesn't have an escape after he alpha strikes in. Fizz playful is on like a 4 second cooldown with max cdr.
