tell me honestly, have anyone ever seen a jungler with sated devourer and without botrk/wit'send ?
You can still play supp junglers like nunu or any of the tank junglers. Sated junglers have almost no early game impact and that is the weakness you need to exploit.
Of course sated devourer is extremely useful for junglers with on hit effects, and bad for the rest. That is like, LITERALLY the point. That's how items work. Squishies don't buy Cinderhulk and also not buy any HP items. AD junglers aren't going to buy Magus(rip)
You buy items that complement each other, and should never buy items that conflict. For example, it's no different than with Cinderhulk. You buy HP items afterwards to synergize with your jungle item. With devourer, it's AS items.
its strong on certain champions. but the item is seriously overrated at times. ive seen people try jungle fiora on the pbe with her new kit and they built devourer on her.
like NOTHING at all in her kit synergizes with that item. she doesnt even make much use of attack speed anymore, and warrior would be so much better. i see people build it on other champions where it makes no sense. i see people rush devourer on the champions where it would make sense and then completely overestimating themselves trying to 1v5 and fail horribly.
Rest dont matter i normally go health/armor and mr/health items to be duriable as possible while assassinating both the adc and the mid laner.
Wits end it pretty trash, Bork + sated is really good but unless your champion with out bork has something tha t the sated devourer can proc its not worth. And some that it can its not worth on the champion ex: 
. Ive seen it on these guys and it isnt that good. Out of like the 10 sated devourer junglers only like 3 or 4 could go wits end, its basically just
