Abuse on-hit rageblade builds Abuse 45% cdr (fizz/shaco anyone...)

Been playing since s2, this is about as unbalanced as I've seen this game in a long time. Not that there haven't been more powerful champs in the past, but currently there are so many that are out of whack that there aren't enough bans to get a game with out of the broken champs. we either need to add another 4 bans, remove the 45% cdr mastery (or increase CDs on some champs), nerf the on-hit abuse.

I still have some fun games, I dont mind the snowballing so much as seeing the same pool of champs able to abuse the state of the game as it is right now.
