Dodging should be used sparingly to avoid a 20+ minute match which you feel the disadvantage is high enough that you decide to lose lp for dodging.
Dodging shouldn't be a strategy for ranked in the first place.
Quitting before the game starts forces 9 other players to get kicked back into the queue timer.
If you're specifically dodging because you don't like what happened in picks/bans, you're also dodging after up to 8 minutes have past due to 30 seconds per pick/ban and up to 480 seconds total.
In other words: a strategic last-minute dodge can waste up to a collective 1 hour and 12 minutes of everyone else's time.
More likely it's 5 minutes at the end of picks/bans (not taking queue times into account), which is still 45 minutes of everyone else's time.
used sparingly
There are 10 players in each game.
If each person out of 10 is just as likely to dodge 1/20 games strategically, the math dramatically changes from 95% games going past picks/bans to only 60% games going through picks/bans.
With a 1/10 chance to strategically dodge a game per-player, you're looking at a ~35% chance for games going through after picks/bans.
Dodging games being a strategic option wastes a ton of time for everyone involved, increasing the amount of time it takes to actually play the game.
