Why are some talents useless?

Some of the talents are just straight up useless and weak. For example, the "Assassin" talent in the Cunning tree. It gives a 2% increase in damage. Riot actually bumped it up from 1.5%. Do you realize how little 2% is? If you do 2000 damage, 2% is only an extra 40 damage. That is just useless. Why are many talents like this? For example the "veterans scars", which give 45 health. And the one in Ferocity tree which gives +10 AD at level 18.

I don't understand the reason behind some blatantly useless talents.

Can someone explain?

how many times has someone gotten away with just 40 health? or even 20 health? this is a game won and lost in the time between seconds and every fight can be decided by the smallest, seemingly most insignificant factors

Have you ever all-inned the enemy laner, ulted, dropped you whole combo, ignited yet still they got away? There's your difference. That extra 40 damage means ignite finishes your kill or vice versa the extra 45 health saves your skin just in case. It's never what you should rely on to win a lane. But if you pick masteries to match your play style and you know how to capitalize on that, then you can gain an advantage, albeit small as it may be.

Oh and they're called masteries not talents.

Almost all the masteries higher up in the tree are usually aren't as good as the lower ones.

Can you imagine if they made masteries that gave 10% increased damage or +200 health? Everyone would be insane not to take those. The masteries are just suppose to be small decisions that can make pretty big impacts.
