Vigar buff suggestions

Vigar is in a pretty bad place right now. He's no longer super toxic with his stun but he lost a lot of power due to that. I have a few suggestions that could improve his versatility and reward for good play.

1. Add utility to the his stun. Like a slow in the center. This would make it a little easier to hit his w on someone in the middle of his stun and increase some of his trading power in lane. Or MR shred when someone gets stunned. It would increase his burst potential and really reward for hitting what is a fairly difficult ability to hit.

2. Reward players for killing 2 targets with q. Refreshing the mana or cooldown or granting 3 ap for doing so. Something like annie has on her q except it actually takes skill to pull off consistently.

3. Increase the number of targets his q can go through as you level it up. He lacks team fight after he uses E R to maybe blow up 1 target.

These are just some ideas for some more unique buffs rather than giving him a strait numbers buff, because i know riot recently has been high on utility buffs as of late. Let me know what everyone thinks!
