So I'm just curious... where have you been for the past 2 patches?
The reason and are core items on almost every tank now isn't because they are strong items on their own; these two items are built on every tank precisely BECAUSE of the health interaction they have.
This has been a common topic on the boards for quite some time as the interaction on certain champions (AKA Cho'Gatch/Sion/Mundo) is absurdly strong.
it's literally the strongest build on every single tank right now
stoneplate locket has killed off any remnant of an assassin meta and has solidified the reign of assassin-tank/adc meta
this whole "delayed burst" makes lockets too fucking easy
