Triumph rune is too SLOW !!!

So recently i got into 1v1 duel (using triumph) and it was realy close one but unfortunetaly, the minions got me like right after i killed enemy vayne. And as soon as i died, the triumph heal proced...So, i was like, why so late ? If the triumph healed RIGHT after the the kill, i could easily lived. Is it suppose to act like this ?

That's exactly why it is that way. It would be way too powerful and it is very powerful right now as well, to keep it balanced a delay had to be added.
