So why crit does not proc on first Q ? As it says "Both apply on-hit effects.", then even the first Q hit should be critical.

Because her Q cant crit, only the bounce.

If you have StormR every Q bounce will crit regardless of if you killed or not the first target.

She only needs to kill the first target with her Q to make the second one always crit.

Her Q is an on hit effect. It does not apply Critical damage. Imagine if it did. All those Ezreal's Q would be insane.

First Q can't crit, so it applies to the bounce.
