What happened to Nunu's changes from PBE?

So, I saw this changes on the PBE: *Visionary (Passive) Nunu now starts the game with passive charged. *Blood Boil (W) [previous changes to cooldown, movement speed, and mana cost reverted - is back to being the same as on live.] *Absolute Zero (R) [added effect] movement speed slow now increases to 99% over duration of channel.

But none of them went thru the patch. I can't recall reading that Riot changed their minds.
