If you look specifically at Rumble, and change/toggle through various Ranks, I think you get draw a much better conclusion about his state;
He's actually a mid/high skill cap champion despite his relatively "tame" mechanical play. This is because he has an extremely high impact ult/engage/disengage/zone control that often isn't utilized to its full potential.
@plat+ his win rate becomes 48.2%,
@diamond+ his rate becomes 51.0% (Honestly probably risen by one tricks)
That being said, hes honestly very very very close to a "balanced" and healthy state, despite your assertion that he isn't, and I believe we can draw parallels to similiar high skill capped or high impact champions:
Azir
Ryze (Obviously has huge issues though)
Sol
Taliyah
All phenomenal examples of this, and balancing a champion around this philosophy is extremely difficult. There are many champions like this; that in the hands of a "casual" player extremely under perform, but given to a person with mechanical skill or knowledge much higher than your average player-** absolutely dominates**. Rumble, as stated before isn't a huge or high skill cap champion, but requires great control to utilize. When he was "strong", he absolutely destroyed top lane even in weak hands, and that was a problem, when you could play- consistently have errors- and still win lane.
Throwing all that aside, you didn't even really give us an idea of what you _want _. I find these bitching posts (no offense) to be so fucking trivial because its paramount to "I DONT LIKE IT, CHANGE IT" without offering any meaningful contribution to a solution, which is super counter productive. I'm not saying he even _doesn't _have problems, but you've literally- no where in your post- stated what the "problem" is or a solution to it- or even recommended buffs that might offer him some more presence in both play and win rate. Instead of being the 90% that gripe about this and that and look for the bad in everything, be the 10% that want to look for a solution or offer ideas. And no, the burden of proof is on you, especially when you assert something like this- so don't look for some copout like "xxx has been suggested" or "look for the thread", give us your solution.
