Actually it DOES do something. Helps her dodge abilities in lane (or run away from a possible gank) and gives her excellent chasing and roaming capabilities. I main MF and it does have an effect.

The only change I would suggest to her passive is one or both of these:

• a part of the movement speed boost becomes permanent (0+ disabled/70+ full at lv 1, 10+ disabled/60+ full (70+ total) at lv 6, etc.)
• Minions no longer disable the passive at lv X (9, 11 seems fair), possibly add monsters at same or later level as well.
